I have one of those in my back yard. It's out of oxygen and acetylene though....or encourage hacking of said fastener.
I'm still pleased with the parking boot key/unlock tool that I made. That one was good for a case of beer almost every weekend at school...

I would if it didn't have to go back together again.A small drift punch sometimes works to break off the security pin in the middle of the screwhead.
Microsized needle nose pliers can sometimes operate a spanner head screw.
I've never done either of these things with less than honorable intentions.

I put those two completely homosexual bolts back on my jeep even though I replaced both the engine and the transmission because I didn't have any 3/8-16 hex heads handy, and already bought the sockets. I might be gayer than carmelo.I probably did that.

I think it's funny how they designed all these safety/security fasteners then just sell another kit so you can take it apart.I would if it didn't have to go back together again.

The one thing I've seen that I don't know how I would open is the penta nub on the brass things that thread into the sidewalk. I guess you could bash a socket on or spin it with a chisel punch, but I've never even seen a 5 point socket in a store.

See, I'm not nuts.And I know exactly what you're talking about Anthony. The covers for the standpipe leading from the buffalo box covering a water main shutoff to the road surface.
I wonder how much trouble it would cause if you cut the tip of a fire hydrant off with an oxy ace torch...
