I don't think that's such a concern anymore.
Chi town got their pee pe smacked for requiring gun range training, but not allowing gun ranges in the city limits. It was found that not allowin citizens a place to practice infinged on their 2a rights, so I can't imagine that they would allow an attack on ammunition outright. Pretty hard to excercise my 2a rights without bullets.
now, I can totally see the enviromentalists going crazy and trying to ban lead in the use of bullets, which would drive costs up considerably. The EPA already tried that and they got smacked around over it too.

They'll never be able to ban ammunition, but they can tax it all the way to the "guns are a luxury you can't afford" level.
