No start after coil rail removal.

I doubt it's the ECU and hopefully they didn't use the phrase "ECU/PCM isn't triggering the sensors" and that was your mistake, because that's like saying you don't talk with your ears... of course you don't.

I'm not sure what the problem is - have you checked the fuel pressure?
 
What is the best way to test the alternator?
Start it then pull the negative cable and check for voltage drop?
Any other way?

NOOOOOO! Never pull a cable with it running. That can blow out electronics. With a voltmeter, check with car off. Should be around 12v. Start it. Should go up to around 13.5. If so, alternator is good.
 
The shop said cam and crank sensors.

Those two sensors share a common ground, so figure on that as a good starting point. It's possible that the PCM is shot, but given that the CPS was just replaced I'd start with basic electrical troubleshooting and go from there.

Check and/or clean battery terminals, all grounds, connectors, etc. Common grounding point for both is pin 4 on connector 1 at the PCM.
