What not to do...

Yes front and rear tow points are a requirment.

This list is kind of the standard equipment that should be on/in your Jeep for a NAXJA run:
  1. Visibly charged fire extinguisher (BC or ABC)
  2. First aid kit
  3. Adequate spare tire, jack and lug wrench
  4. Safety belts for driver and any passengers
  5. Adequate attachment points in the front and rear of the vehicle:
    • Acceptable forms of attachment points: (All Items must be mounted in a manner to provide adequate strength and integrity)
    • Tow hooks of OEM or greater integrity
    • D-Rings
    • Shackle/Clevis
  6. 20ft 10,000lb snatch strap without any metal hooks
  7. Secured battery (no bungee cords)
But just ask yourself why would you wheel with out this stuff? Maybe save some money now, but how much will it cost if you need it?
This caused some drama at WinterFest... please note that welded-down OEM tow hooks are NOT acceptably mounted. People with more metallurgy/welding knowledge than I can give the full reason, but it's pretty much the same as why you pre and post heat when welding to a diff center chunk. This is why welded-in clevis/shackle loops on a fabbed bumper are permitted - they are the same rolled steel as the bumper and can safely be welded on provided the weld has sufficient cross section.
