tire chains in ny...

Hope this is the right forum for the topic, I've looked up and down on all NYS websites regarding the use of tire chains, and the only answer was a requirement that during official "snow emergency route" periods, one must have m/s tires or chains.

No where does it say they're taboo at any other time.

I just know that I'll be going into the winter w/o installing the tads and 4.10's I bought three years ago, are there any other NY'er's (Nassau/Suffolk) that have knowledge on the legality of chains?

I'm not real sure about the chains, but I know studs can only be used Oct. 16 – April 30. I've seen people around here (Cortland, NY) use them during storms, but not all the time.
