You can buy a dead surplus ccuv for $1500, probably less, and scrap the rest

I used to use one of those at the shop at WPI, they are quite nice to have around when you tap a lot of flat plate.

What exactly is it? I cant find any info about it.

it's basically a hand operated drill press that you put a tap in. Flat table/foot with a hole under the business end, linear bearing above it with a shaft going through it, handle on the top, collet for taps on the bottom. It's great when you suck with a tap and usually end up getting it cocked sideways in the hole, boogering up the threads you were cutting or breaking the tap.
