31's will be fine...According to my smog guy...It's not the rpm that is the issue, that can be controlled by selecting the right gear...the issue is the weight of the tires...100lb flywheels at the drive axle don't help out emissions. Smaller lighter tires and leave it in a higher gear (3 or4) to get the rpm in range.
