Nope, it's NOT street legal. There is NO WAY that thing will pass inspection. If those are 53" tires, the head lights exceed the 54" (measured from the center of the light to the ground) legal maximum. My guess is that the tail lights exceed the 72" maximum also. I wonder if the entire truck is below the 14' vehicle height limit.
 
Pearland is far from South Texas. About 350 mile north of the real south Texas.

Note that the ad says it has Dana 60s front/rear. I bet he'd break the rear the first time it left pavement.
There's a truck fairly similar that that one that I've seen in NW Houston a few times.
It's legal because of the lights mounted under the bumper.
Useless POS, can't take it offroad and I bet it gets under 5MPG.
