When do we get a new assigment?

I'm bored working in Russia and need to take some pics. I would dig back and find the rules about when new topics are released, but at .12 cents a megabyte that can actually get expensive when looking at pages full of pics. Upload and download fromt the factory is cheap, but sitting in this hotel room can rack up a nice internet bill.
