it can... depending on the game. most people hunt varmit with a .223, which isnt much bigger. i have a .22 hornet that my great grandfather used to use for deer. the .22 round has the velocity for a clean pass through.
now, with larger game, the problem i see is wound size. a .22 round is so small, you will get a lot of internal bleeding into the chest cavity with a good shot, but you wont get much of a blood trail because the entry/exit wounds are so small.
