What should I save?

Not entirely certain if this is the right place, but there are mods involved so here goes:

The Illustrious City of Tukwila(south Seattle) has informed me that I have too many vehicles on the property(I guess 6 xj's is too many :D) So I need to figure out what to strip and what to save, the question is basicly what have you guys broken in your travels and what is a good idea to keep.
List as follows:

'86 2dr, beginning non-legal jeepspeed project, 5 on 5.5 D60 on the side, datsun(dont ask) engine and transmission.

'86 4dr 2.8l 4x4, 4.10 gears, d35, d30.

'87 4dr 4.0l 4x4, 3.54 gears, d44, d30, 231, factory lift, skid plates. Tree took out roof behind rear doors. Was thinking cheromanche project.

'88 4dr limited, trail vehicle, keeping this one.

'88 4dr grocery getter, trying to sell this one.

'93 4dr 4x4, 258k on the clock(motor has 4-5 knocking rods), bad interior, good body, 242, vaccume disco d30, 8.25.

The city is making me get rid of 3, I'm thinking the grocery getter, 86 4dr, and '87 4dr, but then I'm back to "what parts do I save"?

How long do you have? I know in MA there are some laws similar to that, but at my place in VT you can have 60 Jeeps in your front yard and nobody cares! :D I don't knwo what I would get rid off. Hey, you can just ship them all to me!
 
i'd consider taking the D44 out of the 87 and putting it under the 88 you want to keep. you might also be able to combine the good drivetrain parts of the 87 and the body of the 93 to get something that works better. you said don't ask about the datsun engine/tranny...but unless you have a really good reason for them, maybe use the the 87 engine/tranny in that. of course, that depends on condition of the 87 drivetrain.

Read the code, yours may be different, but the catch here is observable from the street or from a neighbors house if they complain.
I cover mine with big green plastic tarpaulins. Though I did get a good inspector, he told me to cover up that one tire that was showing and he isn't even gonna venture a guess to what else is under the tarp.
I had one old lady that was making a big deal about my Uni Mog and parking an over sized vehicle on a residential street. After about half a dozen visits from the police (really nothing they could do but harass me) I got pissed and painted it chartreuse and parked it in front of her house for the next year.
 
they sent us letters like that before. a neibor was trying to sell his house and someone complained to the town about there being too many vehicles in our yard. (at the time it was around a dozen) so we moved a few trucks around and moved a car to a freind's house across the street, and that was it. moved the car back a few months later, and havent had any problems since. funny thing is that the vehicles have been in our yard since before the neibor's house was even built!!

I think only you will be able to best answer your own question here. I recommend going through them all and removing what you can of parts that you think you will need. Lots of people on this site are going to be recommending all kinds of things depending on what their experience with the Xj is, and what they think is valuable. Take a short bit of time and narrow down to the two best keepers, whatever your reasons. Then keep the next best one as a parts donor and strip stuff from the others that you think would want to have over time. I'm thinking doors and hatch, all manner of screws and trim pieces, windows, electrical components, every usable mechanical component that you can feasibly store, etc.
Depending on how many you really want to continue owning, you will probably meet their requirements if you have three that you continue to keep and then list the 4th one for sale. They will probably consider you compliant. Otherwise, store the for sale one somewhere that will help get it sold.

It is a pain to have limits on vehicle storage. In my neighborhood, the bylaws allow for only three passenger vehicles to be visibly stored in the open, plus 1 business vehicle, 1 farm vehicle, and 1 boat - not under repair. We only have two vehicles right now, but we rent space in our heated shop to store vehicles for friends and family. What they neighbors' can't see, they can't complain about...
