Weed eater

Well, it runs and will speed up and slow down so I assume it's getting compression.

The fuel I drained looked the same as the stuff I mixed and put in.

No, I haven't pulled the plug. Could that cause it to rev real high, then low; or real high then die?

Hard to say what it would cause, but fuel, plugs, and air are just what I always check with engines.

Have you tried running it without the air filter in place? (won't hurt anything in a non-dusty environment for diagnostics purposes)

Also perhaps he adjusted the screws on the carb for some unknown reason.

On my Toro it has a spark arrestor in the exhaust. That will get clogged up & it will run like crap. I take a pair of needle nose pliers & pull the arrestor out, clean it with a wire brush & it runs great. Not sure if yours has that or not, but I'd check it.
