Its a bunch of expensive bolt on stuff and axles that were bought premade, I can see it being 40k in parts. That front bumper looks awesome but if you drop the ends on a couple rocks it bends at the bolt-together flanges... ask me (or jon) how I know!
The military does things screwy, the return lines for the fuel rail on the m54a2 are an inverse threaded compression fitting, I.e. the nut screws in like a regular inverted flare brake fitting but it uses compression rings instead of being flared.
i wouldnt pay a penny more then 7k for it, and i fail to see how he has 60k into it, no gas skid, no unibody plating and no cage
