For fuel, I picked a RCI cell that fit in my location. I had to fit a car seat in the back seat area as well as wanted to get as much weight as far back as poss for transfer. SO mine is in the far back. I plated the floor pretty much solid with 3/16" in the far back, and then bolted thru that down thru the floor to plates on the lower side for mounting tabs for shocks as well as thru the unibody rails to make a very integrated shock mounting system that ties to the cage, even though we cant put shocks thru the floor. The cell is I think a 22gal that you can find from summit for a very good price. Then for fuel pick ups, you need 4 total. One with a bleed hole.

so one in each corner with hard SS tubing to each in a H pattern with a 3/8" submersable line up to the pick up in the cell. Filled with RCI foam mostly.
I cant recall exactly what pump, maybe a Bosch 2000, from autozone for 100$ and I got 2 (one for spare or you can run them in parallel. its a common jeepspeed pump for this type of use.
Then what I love the most about my fuel system in the bypass style adjustable regulator. Its a areomotive knock off from Ebay and was like 75$ and has a bypass port and fully adjustable from 10-60psi. This is great if you run anything more then stock motor. I started with 26lb Inj at 35psi, but recently went up to new Bosch flow matched 19lbs at 52psi and it runs much better and no stalling out at random, like it once did. just run 2 3/8" alum tubes (summit racing again 20ft) from the cell up to the eng compartment and use one for sup and one for ret.
As for why not racing this year and getting it dirty. It has been very well seasoned elsewhere. It has a good amount of bruises now, so its been used and will continue to be. My main reason is my personal issues with Dave and Shannon, mixed with giving them about 1000$ (IRC tracker and entry fee's) just to race one race. I will still go out there, but I will in no way put a dollar in to daves pocket nor in to Ultra4 any more. Their care for us lil guys and the EMC class last year and so far since, shows where the real interest is, $$$$... And I understand that now, and its his kid, so thats his choice to grow how he likes, but the kid that could be more then it is, is growing up like a snot nosed lil punk that is loosing respect of some of those that can help it grow, including the sponsors. But then thats all my opinion. TO those that havent raced it or seen behind the curtains, and how us lil guys mean very little to U4, at least the race is a great thing to look forward to and to experience at least once.
