60MM is perfect for a stock to slightly modified Jeep (such as a cat-back exhaust and K&N style filter). Just bore your stock TB to 60MM. Cheap, easy, and fast.
62MM+ would be for a more highly modified engine. Boring your TB and installing a larger butterfly or purchasing an aftermarket TB is more expensive. Your engine will need better than basic intake and exhaust flow modifications to show performance gains from a 62MM+ sized TB.
You can bore your stock one to 60 on the bottom since it tapers down causing restriction then you don't have to buy a butterfly.

If you have access to a small lathe, or need the excuse to buy a Harbor Freight unit yes it is easy to do so yourself. I just chucked it in and verified that it spun true, then used a bit to take out the bottom ring. Followed it up with sandpaper and a few buffing pads to polish the entire throat. Threw it back together and viola. Noticed a small difference on my stroker.
