Stroker cam or no cam

So I recently sold my old 89 4.0 xj to a buddy and the cylenders were warped so he decided to just go the stroker route and bored it 30 over. He's telling me it wont pass smog w/ an aftermarket cam but im sure if this is true theres got to be other options. And what other downsides are there going with the stock cam with a stroked engine.
 
I used the Crane 753905 cam in my HO-based stroker and it passed emissions with flying colours. It's cleaner than my old 4.0 ever was so that explodes the myth that strokers with aftermarket cams can't pass emissions.
How good was it? Try CO 0.20%, HC 40ppm. My old modified 4.0 with stock cam had emissions of CO 0.98% and HC 120ppm and it was in optimal tune at the time.
 
If your friend lives in CA also I can understand his concern with the smog Nazi's. But there are alot of guys in CA running strokers/aftermarket cams with no problems as far as the smog checks go. Hopefully they'll chime in.
