Willl a bored out throttle body from a 96 work on an 89 and the stock one from the 89 on the 96?

Not easily.
The bolt pattern is different and the TPS is different. A few enterprising souls have modified the HO style TB to work on a Renix (89) manifold, but I've never heard of anyone going the other way.
