This email concerning Goat Mountain was forwarded to me so I'm forwarding it to all of you.
Thank you for contacting the Salem BLM regarding off-highway vehicle access. I appreciate your efforts as a representative of the OHV community to reach out to the land management agencies and get clarification on laws, designations and policies. In the Goat Mountain/Hillockburn Rd area you’re referring to, we’ve observed a substantial increase in off-highway vehicle use, dispers...ed camping and recreational shooting over the past several years. The area is a checkerboard mix of public and private ownership - the BLM, Mount Hood National Forest, Port Blakely and Longview Fiber all own and manage land in this area.
The BLM assigns an Off-Highway Vehicle designation to each acre of land it administers. These designations fall into one of three categories: Open, Limited or Closed. ...Within the Goat Mountain area, all BLM lands fall within the ‘Limited’ category. This designations limits OHV use to existing, improved roadways. Trails that are being pioneered are unauthorized and those using them are subject to citation and penalties. The BLM has closed and rehabilitated several miles of unauthorized trails since 2005.
The USFS, Mount Hood National Forest has recently released guidance for OHV use on Forest Service land. It can be found here: www.fs.usda.gov/mthood/. Similar to BLM land, motor vehicle use is not allowed off of designated road systems.
Over the past year, there has been a coordinated increase in law enforcement presence. Through a federal grant program, deputies from the Clackamas County Sherriff’s Department have been conducting targeted patrols in this area. BLM law enforcement officers have worked closely with these deputies, ensuring they have a clear understanding of OHV and other regulations that apply on public land. We anticipate that there will be a heightened level of law enforcement presence in this area during 2012 as well.
