I think you're seeing the result of a somewhat "mature" chapter. The chapter officially conducts NAC Fest at Paragon in the Spring, Mohawk Madness in Massachusetts in the Fall, and one or two other rides if a member wants to organize them. But this chapter has been in existence long enough that many of the members have met in person at our official events, and now head out to Paragon and Rausch Creek in small, informal groups that may be organized through the Chapter forum, but aren't chapter "events." Often these don't come with a lot of advance notice. You have to watch the forum for these to show up.
Basically, if you want to head out some weekend, a week or two before post an invitation and see who responds. Or, if you'd like to see a more formal "event," feel free to organize it. If you can demonstrate that you can organize a decent event, the chapter will be very happy to support the effort. But staging NAC Fest is a lot of work, and the crew who have done NAC Fest for the past few years probably don't feel up to taking on other events during the year, so other members need to step up if they want more organized events between NAC Fests.
This is everyone's club and everyone's chapter. Like any organization, it is only as good and only as effective as the members make it.
