Is the fuel pump running when you first turn the key to ON, should run for 3-seconds each time you do that.

Yes it runs at least that long but then as soon as you shut her down the pressure goes away tested my oldmans 87 lerado and has good pressure I am thinking maybe fuel pressure reg or leaky injector the fuel pump I am not to sure it drove to my place and was having surgeing like the lockup but I drove it and it's all in the throttle

Fuel pump check valve or the pressure regulator or both.
You can add an external check valve between the tank flange and the fuel filter. eBay seller jbass195 sells a 3/8" check valve for $14 + $2 s/h.
Have you put a fuel pressure gauge on it to determine the pump pressure available?
