Certainly - I just usually do so backchannel, since negotiations and such clutter things up.
People are getting better about saying whether or not they accept PayPal, but I can understand if they don't want to put their email addy up "in the clear" - I know I get enough SPAM as it is, and don't need any more.
They're also getting better about colour/description and the like, and I've seen a lot more pictures lately in cases where that sort of thing applies.
And, if it's something rather large (seats, perhaps, or powertrain compleat units) and they're not willing to ship, it should honestly be posted in their chapter board anyhow - which is unrestricted, as I recall.
Part of the impetus for this has been a rash of SPAMming the Classifieds in particular and the fori in general - I know I've had to delete a few first posts about selling cellphones, PS3's, and other rot. Until they make it legal to mailbomb SPAMmers - or launch DoS attacks on domains known to host SPAMmers, we're probably going to see a lot more of this sort of thing happening with boards all around. I've got a few Yahoo! groups as well - and I've had to switch to full moderation for much the same reason. I'd far rather do something genuinely proactive to eliminate this sort of thing, but we're not getting a legislative go-ahead anytime soon (Hell, those yoyos probably make some money on the deal somewhere as it stands, so it gets a
stet note every time it comes up. Gotta fix that...)
You're not "locked out" because you're not a full member - you can still conduct business and the like. However, it does push you to use the back channel for buying/selling comms - which is what properly should happen anyhow. Most "For Sale" posts should have two posts in the thread - one describing the item for sale, and a second "Sold" post. There are moderated fori where that's all that's allowed - and I don't see a problem with it (I frequent a few myself.)
