i think Harlan County is setting an excellent example.. i have been following this for almost a year now.. tourism = $ and it's a big step for a municipality to not only identify the positive economic impact .. but to PROMOTE AND INVITE it... i think that will be a "must do" for 2006 fo rme....
if they are as successful in the long-term i would expect more areas, even entire states to follow suit.. as a way to reduce illegal trail damage. give more places to go and the over-all environmental impact will be LESS.......
in the mean-time we just lost another state forest up here for motorized use....
