Sometimes I think I've been living under a rock. Read this a while back and attended a school board meeting,

Darn if this was not going on. I thought all I needed to know was Roberts rules, guess not. As I have attended a few other public meetings I'm seeing this go on in all of them, is this common knowledge now, is this the way of things.

So does that mean if one republican had a greed with President Obama's plan or one democrat had agreeded with Speaker Boener's plan it could be called bi-partisan?
