Another option, on my 91 the resistor was held in place with two small screws, and it was possible to move it by loosening the screws. I actually did this to "fix" the inaccurate gauge that only went up to 7/8 full.

If you have the FSM or if you can get to the sender assembly take a look
 
I'm busy with supper and family but it seems like extending the arm the float is mounted on might lessen the angle and would more closely match the range.

I looked at it from this perspective and I found a solution that will work for me. They are crappy cell phone pics, but this is it.

Stock empty float location.

With a slight bend the float in the empty position matches my 240 ohm gauge.

Full is still going to be against the peg on the gauge (gauge is 33 ohms full), but I know when it's full.
