Failed Emissions

ok... heres the deal... initially failed both High Speed and Low (idle) speed CO readings as follows:
High Speed RPM 2681
Standard // Current
1.20 // 2.83 FAILED
Low Speed RPM 720
Standard // Current
1.20 // 1.57 FAILED

Then I went and changed spark plugs, wires,cap/rotor, fuel filter, air filter, cleaned the throttle body, dumped in 104+ octane booster, put in higher temp. thermostat, and changed the engine oil. Retested and failed ONLY the high speed this time
High Speed RPM 2568
Standard // Current
1.20 // 1.36 FAILED
Low Speed RPM 742
Standard // Current
1.20 // .49 PASSED

Temperature outside was already dropping to the lower '40's..... I am at a loss for what else I can "TWEAK" to get my HS CO lower... unless you think waiting for a warmer day might help. Any advise would be appreciated. Also, DMM'ing the O2 showed it was operating properly and someone suggested installing an adjustable fuel pressure regulator.
 
Here in California smog tests are real tough to pass. One thing to try is running the engine until warm. Jump on the freeway and drive about 5-10 miles. Without turning off the engine drive back and retest. If your still failing, change the oil and add a fuel system cleaner and repeat the drive before testing. This usually works if no major components are bad.
 
i also heard from the wise on the forum that if you have an auto trans that if they test in drive it will fail high speed make sure they test it in i think it was 1-2 not drive if man trans make sure the cats are good have them tested
 
I failed my smog big time all the way around, I put in an O2 sensor, failed again, but better. Changed cracked vacuum lines, checked the rest, put in some GTP and bought a new gas cap. Passed with flying colors.

Simple things first.

Vacuum leak $18.00

Gas Cap $7.50

Put in some GTP (Guaranteed to Pass) and follow instructions. $7.95

Then check the CAT

Good Luck, can get expensive otherwise.
