Cowl induction SMOG

Yeah. Just some red tape, and a nice ammount of money that CARB wants to test your product. How many extra products must you now sell to make it worth selling it in California? Would your small market (maybe a couple thousand at the most) of people looking for your product even offset the costs of getting it tested?

I personally tried to get my Mustang smogged with a Anderson Ford Motorsports Powerpipe on my Procharger and they failed it for illegal modifications. I took it home and swapped back on the Procharger intake and took it back for a test. My emissions increased by 75% across the board, but now it passed. Sounds like another of California's failures of government. All that should matter is tailpipe emissions.

x2!! My Jeep failed because I made an air intake just like a dozen other companies sell instead of spending $150+ on it. That is wrong. Does anybody actually expect me to submit my clone cone filter for CARB approval?

I believe we should regulate emissions, but CARB is total BIG GOVERNMENT BS.

In no way do I think we should change our standards for tailpipe emmissions. I never said anything like that. I said the E.O. number system is B.S. You would be breathing easier right now if it wasn't in place. Proved by my example. Next time you read something that you don't agree with don't get mad at the paper, it's just the messenger.
 
I'm all about clean air and strict emissions and there really isn't a reason to have a dirty car these days. But, in my opinion, the CARB EO # system is completely off-base. What matters is the tailpipe emissions. If you retain all smog equipment and it's functional, the actual emissions should be the only thing that matters. And if you look in the CA smog handbook, there is a section about exceptions. Replacements for non-thermostatic air cleaners do not need CARB approval to be smog legal. But, most smog places won't let it fly - I don't know if this is because they don't know the rules or if they are too scared to 'chance' something. You could get a copy of the handbook and take it with you to smog, but I still don't know how it would go over with the shop if they don't want to pass it.

I would guess that the CARB program has to do with trying to offset costs and to try to control the market making it easier to tell Joe Blow why he did not pass the sniffer test. Imagine getting a highly modded engine that will not pass the tailpipe test. Where would you start?

I bet the government thought it would streamline the process to pre-certify parts to eliminate potential repeat problems. I don't think it is the best solution, obviously, but it is a solution to dealing with folks the mod the engine and then would bitch when they could not figure out what caused it to fail.

Good theory, but I think it has more to do with having absolute power over what's legal on our roadways, complete control over the aftermarket, and the generation of thousands of new revenue streams.

It's the exact same thing as the state's micromanagement over the firearm industry; they use their regulatory powers to eliminate products they don't like and tax the daylights out of businesses they don't like which is passed on to the consumers.
