That sounds about right - with a little tweaking, the stroker would probably run cleaner than the engine it replaces.
As far as "state-certifying" the swap, that's generally doable, IF the engine was avaialbe IN THAT VEHICLE and IN THAT YEAR, and the replacement engine and control electronics are AS NEW AS or NEWER THAN the chassis (at least, that's how they want to do things here.) Doesn't matter how clean it runs elsewise - I'd have to jump through hoops to get a V8 swap to pass smog, or park the rig on a trailer.
Dumb - I've been tossing around the idea of a 426 Hemi swap (it hasn't been done yet, has it?) into an XJ chassis...
Like I said before, make the programme entirely "results-based," any swap has to run as clean as or cleaner than OE, and cut out the visual - then smog might make some sense...
Oh - and they can stop sending me to "Test Only" stations now - for two main reasons:
1) As far as I'm concerned, EVERY station is "Test Only" - I don't allow anyone else to work on my vehicles (and I won't pay for it if they do, since I didn't authorise the repairs. I also don't allow them to "Operate my vehicle on public roadways" - if you can't do the job sitting there, you can't do it...)
2) I'm tired of the damn test costing twice as much as my tags - and I still can't figure out why I've got to pay for tags every year to begin with (really, what am I getting? Pay for registration when you acquire a vehicle, and again when anything changes - paying to maintain a record that doesn't change is foolish...)
