What, the merging of FEMA under the Department of Homeland Defense is'nt working flawlessly? Who's brilliant idea was that anyways?

If I remember correctly, FEMA was one of the hero's during Andrew, totally prepared, before and after.

Now Bush hasn't got the balls to just fire his political appointee, or Michael Chertoff. Both should'a happened on day 1.
