I want to crank the engine without firing. I'm think that's what the CTS does?

Unplug the injectors. Or pull the fuel pump relay or fuse...start it and let it stall, it won't start again.
If you're more interested in killing spark, just unplug the coil packs....single connector at the rear of the pack. (This will allow fuel to drown your cats...not a good option).

Can you pull the relay for the pcm? That works in some cars

I just pulled the plug on the cam position sensor.

PCM controls starter signal.
Your best option is the fuel pump relay as stated above.
