I understand the time/tools situation. If I were to buy one I would either sit down with a local machine shop and hammer out a deal with you bringing them a running motor and them giving you back a running motor. If I were to order one it would probably be ATK. By going local you gain the ability to yell at someone in person if something breaks, and potentially not have to pull a motor and ship it back for repairs. My buddy just had his timing chain snap on a brand new motor. He took it back to the machine shop who is fixing it and double checking the motor.
I really would consider building it yourself. The know how is all there on line. The extra tools really only come down to a ring compressor($8), feeler gauges ($8), a stand ($30), and a good torque wrench. Have the machine shop assemble the lower end for you and you can avoid some of the minor costs of assembly. I just had the shop bore and hone the block, deck the head surface, and install the cam bearings. I had them clean the head, and my boss rebuilt my head in his race shop. I really cannot thank him enough for that since he put everything back to exact tolerances and did it for free, as well as doing a nice 3 angle for me.
Everything in and running cost me a total of $1200. I think there are a few small items I cannot find the receipts for. I could have saved a bit more by using a used crank, but I did not feel like scouring the JY to find the one I wanted.
