I've conducted tech inspections for various events although I can admit that inspections were overlooked in the last two events due to scrambling last minute. Safety requirements should not be over looked. There are scenarios when performing tech inspections on 50+ rigs the morning of the run may not be feasible when you have limited time and no preplanned support. At that point, you have to ask the trail leaders to check at the trail head.
To address this issue, the event planning needs to start much earlier and have contingency plans for no-shows. I would appoint 2-5 members to be the tech inspectors and have backups. It works much better when you begin registration and tech inspections the day people arrive.
FYI: with a car fire you need more then one extinguisher. It took 5 extinguishers to save a vehicle from burning down. If only few people have an extinguisher and a fire starts that might not be enough. I carry two extinguishers since then and I think that everyone should carry at least one.
In response to this I would simply ask, how do you begin inspections when people arrive? At JV it may be a tad more possible, but in places such as BB, people are staying at campgrounds, cabins, motels, Rick's place, etc. And with everyone showing up on alternate schedules, how do you know who has been inspected and who hasn't been inspected the day of the run.
As you said, trying to inspect that many vehicles at the meeting point the day of the run is just unfeasible. And I know that personally, if I were subjected to additional hours of wait time to get on the trail, it honestly wouldn't be worth showing up. Personally, I think the new BOD needs to enforce personal responsibilty. The requirements are clearly posted or easily attainable, and if anyone is in question, all they need do is ask and has been proven previously...on many accounts....multiple folks will offer links to the requirements and/or a list of required equipment.
But I think in an effort encourage folks to show, the last thing we need is a Socialist agenda in charge of the SoCal chapter that will cripple the club in an effort to appeal to everyone's every desire....one Obama administration is enough. =) But I do believe you've addressed this to some extent already.
I'm gonna differ from you a bit on this. When I trail lead I'm taking responsibility for everyone's saftey and enjoyment. So while it is subjective I would say the trail leader has final say.
