a NUTSERT has brought me to my knees!

It is NOT a single nutsert, it is a WHOLE 16 inch long plate. There are two of them, one for each side. Your passenger side should already have on in place, the tail pipe hangs from it. 174RH is the right side part number, 174LH should be the left side. Eagle posted the part numbers last week or so. You need to remove the bumper to insert them, they go INSIDE the frame rails. Use a plastic wall molly to hold the thing in place while putting the skid up. Coat the bolts with plenty of antiseize when installing. You will be using plenty of powerblaster to get the bumper off too...

5200-1174 right hand
5200-1175 left hand

Bolts are M12-1.75 I think, dont remember how long, but probably 40mm minimum, maybe 50mm

You need to drop the hitch, remove the funky retainers that uhaul or hidden or whowever used and put the plates in. Then put the skid up and the hitch goes OVER the skid plate tabs. Get all those retainers out or you'll be wondering 'wtf is that rattle under there' they will migrate thru the frame and short of picking the XJ up by it's nose and shaking it till they fall out the rear it will drive you nuts :D
