You have done far more than I had to do, and far more diligent and thorough than I was when I went through this process a few years ago.
What solved it for me was a new mopar water pump, tstat, hoses, block flush and an aluminum radiator. I’m in central FL and after the replacements I can barely get it to 195 with 2 exceptions:
1. Recently revived it after 1-2 years sitting. Tranny fluid oxidized (muddy/brown) and lost TC lock up and 4th. Without lock up tranny slips=heat. It has taken something like 10-12 drain and fills to resolve. I was lucky?
2. During same 1-2 year period, without coolant flow, internal block/head passages and water pump rusted.
It took 4 block and radiator flushes to get some pretty sizable scale chunks washed out. It still needs another but temps are holding below 200.
