'98 window control issues

cleaned all connectors and im 11-12 volts to the window motor

Volts don't mean much unless measured under a load, voltage drop is the issue but your measurement definitely is low.

I found the problem
When i created a disconect for when i remove the doors it was not connecting all the way
I need better. type disconects
