People are telling you exactly what you asked for, its also what you dont want to hear. Plain and simple, you're doing it wrong. Start over, or dont. Its up to you, but dont get butt hurt when people are trying to tell what you are doing wrong, and how to fix it.
You cant possibly think the "4 point harness" is going to do anything do you? If I were ever dumb enough to ride in that rig, I would refuse to wear it. I would HOPE to get thrown from the vehicle in an accident, I would have much better chances.
You are the exact opposite of "mindful of safety concerns". If you were concerned about safety even slightly, you would have done your home work, and realized how shoddy and hokey your 'cage' is.
Enough bashing, here are my ideas, comments, and suggestions. Seriously.
If you dont have the experience to do it right, dont do it.
If you dont have the money to do it right yourself, dont do it.
If you dont have the money to pay a professional to do it right, dont do it.
If you dont have the time to do it right, dont do it.
See the pattern here?
Good luck man, I also have a teal 96, and would love to see this thing come back from the grave, but right now... it aint happening.

i am posting this thread to get information and ideas from other jeep fans about what i should do

i posted this to get ideas not to get bashed on for the materials i am using or the condition it is currently in. its very safe i have a 4 point harness.
we are very mindful of safety concerns and always take them into account thanks for all the positive feed back
