What floats a VA inspector's boat may not work in the Peoples Republik of CA.

For about $24 each you can purchase both sections of the vacuum harness from NAPA.

This is true! They do not open the hood where I live and they do not sniff the tail pipe. Mine is emissions legal though, I wouldn't drive it any other way.

C. INSPECT FOR AND REJECT IF:

The air pollution control system or device on motor vehicles registered in this Commonwealth and manufactured for the model year 1973 or for subsequent model years has been removed or otherwise rendered inoperable. The conversion of an engine to utilize low polluting fuels such as natural gas or propane may result in the removal of some part of the pollution control system; however, if the engine is converted to utilize both low polluting fuels and/or gasoline no part of the pollution control system or device can be removed or otherwise rendered inoperable.
2. Any of the essential parts of the pollution control system or devices on vehicles registered in this Commonwealth and manufactured for the model year 1973 or for subsequent model years have been removed, rendered inoperative or disconnected. This includes any belt, valve, pump, hose line, cap, cannister, catalytic converter and the restrictor in the gasoline tank filler neck on vehicles required to use unleaded fuel.
NOTE: In order to determine if a motor vehicle was originally equipped with emissions control equipment, refer to the vehicle's emissions control information label which is usually located in the engine compartment.

I can honestly say that sometimes they do, but on a older car thats 20 years old.. not so much. The difference between where I'm at and where you are at in VA is vast! We are in the sticks out here in the Blue Ridge!
 
Jim, in that second pick one near driver fenderwell is the POS vacuum solenoid for the EGR system. I know because it was the cause behind my egr valve not working properly.
 
Go to NAPA, have them dig out their Echlin catalogue, and you can pick up nearly the entire vacuum system in three part numbers - probably cost you $50-60 or so for all three, total.

Do you not have the VECI label underhood? If you don't, someone can probably take a picture of one for you (I'll be unavailable this week-end, but if you don't have it by Monday I can take a pic of my 88 for you. From what I've seen, 1987-1990 XJ/MJ w/6-242 all had the same vacuum setup.)
 
if you've got lines missing, and judging from that mess, i'd go with 5-90's plan. once you set it all down in there, you'll see right where it's all supposed to go. DO NOT block off, mutilate, whatever, any nipples on the airbox. here in CA, you will fail smog for that. one of them is the fresh air inlet for the ccv system, and the other is the intake for the fumes in the charcoal canister. they will check for both of those things. all my jeeps, but one, have been renix-endowed. i JUST came in from re-doing all my emission lines/vacuum crap on my mj. i got rid of that big stupid plastic connector mess and ran everything direct. turned out pretty nice. BUT you have to know what was supposed to be where first.

yeah, napa sells it just like the dealer does. there's three pieces that should cover pretty much everything: the big connector/distribution thing comes in two pieces, then "snaps" together in the middle. the third piece is the map sensor/ccv hose-they come attached together, if i recall. been a long time since i bought one.
So does the napa kit come with that distibution block? Cause mine is cracked in a few spots. I'm also missing some lines from the airbox etc.
 
When I first re-built my 4.0 I went with all new vacuum lines from NAPA and yes they are plug and play. You will see exactly where everything goes and having a stock under-hood will get you through your tougher emissions standards there on the "left" coast. I would just replace all of it with stock stuff in your case. I re-plumbed mine for the plain and simple fact I like to tinker and try to improve on what Jeep gave us. I have all new emissions stuff under there as well including the cat, charcoal canister, and EGR valve.
 
yeah in CA you most likely need all the vacuum lines. and when i got mine smogged, i even failed because i ditched the hose from the exhaust manifold to the air box for that thermactor thing trailrider was talking about. you might be able to get away with it being gone, but maybe not, just a heads up.

The "junction box" splits into 2 vacuum harnesses (that's what they're called). You can replace them for around $45 as others have said or eliminate it by hooking up things directly.
 
So the question now is, could I follow that diagram with soft lines and eliminate the junction box and still pass smog?

Only one way to find out--do it and try.

Possible problems:

1. The inspector you get KNOWS Cherokees--most likely FAIL on visual.

2. The inspector you get checks the BOOK--most likely FAIL on visual.

3. The inspector you get is a really easy going, friendly kind of guy--might PASS on visual.

It's a bummer too, because it has to go to a test only center this time, which I KNOW are hard asses. I got a buddy who works at a test only center, can probably overlook some visual things, but can't and won't fake a sniffer test.
 
Bear in mind that more recent XJs do not have this junction. Everything is connected directly. I'm no inspector, but as long as everything is hooked up correctly and works properly, This part of it should be OK.
 
Jim, can't you just ask your friend about the block? I would think you could remove it to make the lines work...Mine is broke too, but it has passed smog twice now..

I'm pretty sure you're right, I'm going to give it a shot with soft lines first, remove the junction, and hook everything up per the diagram. If that works, then I'll leave it, cause I HATE those stupid hard lines, they always break.
