Vaccum bottle question

Hey folks, I pulled off my bumper and found the vaccum bottle, which has not been connected to the line that runs up to wherever for some time, Noone told me anything when I showed the pictures of a 5" black tube coming up from it and going nowhere, is full of water. I found the rest of the vaccum tube as I said, but the jeep has been running great.

What happenes if I replace the tube and re mount the cannister?

Should the cannister be full of water?
 
canister should not be full of water.
Hooking it backup will make all the vacuum operated things work better. Like HVAC controls and vac disconects.
 
On my '89 i put in a k&n filter on a Rusty's airtube freeing up a lot of room where the stock airbox was and put my vacuum canister there. Just an idea....
