This 10 mile long trail is part of the Sand Flats Recreation Area on the outskirts of Moab.
The BLM has a good page about the trail here. There is a $5 fee to access this trail, the pass is good for 3 days. You can camp there too for an additional five bucks. Here's a map:
The .gpx file contains tracks for Fins n Things and Sand Flats Road and waypoints that correspond to the ones in Charles Wells' Guide to Moab, UT Backroads & 4-Wheel Drive Trails, Second Edition that are labeled as follows:
Note that some parts of the trail are now closed. Those locations are fenced and marked.
