turn signal problem, ignition switch?

My turn signals work fine when the ignition key is in the accessory position. As I just start to turn the ignition to start, just before the starter engages, the turn signals stop working. They do not work while the motor is running.

If I turn the ignition off again and repeat the above steps, I get the same results. I have tested this process a few times.

Can the ignition tumbler impact the turn signals?
