PSC pump PISSES fluid out from the pump shaft at full lock.

all psc parts and I have issues, this is getting ridiculous...

are you over-extending the box? like, is the box turning too much, steering stops not out far enough? idk the correct term.

That doesn't happen, the power piston has positive stops at both sides.

The opposite would be more of an issue (steering stops out too far).

seal is just blown out.

psc is sending me a new one.

I have one final thing to try before i give up on wheeling this weekend.

going to try the reman pump I have lying around with the psc control valve.

Although neither situation would result in blowing the pump shaft seal.

That would likely happen if the bypass pressure relief is set too high or is stuck. There's a spring that controls it and it's a common homebrew mod to adjust the shimming on try and gain some more pressure over OEM. It's underneath the large hex nut/fitting that the high pressure line screws into.
