How do you govern a motor that only has a ground wire?

Mechanical governor in the fuel pump? Like the governor springs in 12v ctd.
I'm not saying its fast. But for a pick up it isn't a slug.

They sound pretty good with a nice exhaust, too bad the stock stuff is actually in good shape. I need to do down pipe gaskets, it's a shame I have to remove a certain piece of the exhaust with these *completely necessary* emission control bits and have to put them back in to do it.
