In my head you preheat it to get more penetration. The more you penetrate into the "unlike metal" the more you mix the two metals together making them more alike. Then the problem of them cooling and contracting at a lesser rate is less of a worry. I'm sure cooling the welds down slowly is a big help in that regard as well. I planned on just doing the preheat and weld with 7018 rod and wrap it in a welding blanket. Mostly because i'm pretty sure it will work and I have all of those things.
