It is common on CLASSIC Low-Ride Rally Car, as the front MUD-FLAPS will keep water going over the engine hood during small river crossing at high speed.
Some says that the "mudflaps" kept the lights above as well as the radiator clear of mud, debris, etc during wed and muddy track, etc...

Well, I have been searching...

some says it serves the purpose of MUD FLAPS, when you race in "R" (Reverse....), after having BIG PARTY before the race day..... arty:
