I think the closest forest to cut your own tree is Mendocino NF. Stanislaus NF may do it but I know Tahoe NF and El Dorado NF do not issue permits.

I believe permits are $10 for x-mas tree at Mendocino NF

Saturday would be my only chance to go this weekend but I would not count on it.
