Shock length inquiry

I have a need for laymans simple shock check. I have a 3.5" Rubicon Express lift kit with new rear leaf packs on a 1993 Country XJ. The rs9000 shocks that were provided required me to completely compress the leaf packs to get them in place,the springs were completely flat. I returned them and recieved another set that did fit with less compression but I find that the ride is so hard/rough over bumps that I don't think these shocks are long enough and cause the rear of the Jeep to come off the ground because the shocks don't extend out enough and keep the rear diff on the ground. Is there a way to confirm the shock length is correct?

you shouldnt have to compress the springs AT ALL to get the shocks in, you compress the shock to get it in not the spring. hell yes they are too short.
