NOT TOO LATE TO REQUEST GOVERNOR'S VETO OF CALIFORNIA EMISSIONS-EXEMPTION REPEAL BILL

A.B. 2683, the legislation that would repeal California's current rolling emissions-test exemption for vehicles 30 years old and older, has not yet been signed into law or vetoed by Governor Arnold Schwarzenegger. The bill repeals this pro-hobbyist exemption and replaces it with a law requiring the lifetime testing of all 1976 and newer model-year vehicles.

With regulators having proposed yearly testing of these older vehicles, these amendments could be far costlier and even more burdensome to vehicle collectors in the future. In addition, regulators could set emissions standards to any level that suits their purposes in order to ensure inspection failures of these 1976 and later model cars. Finally, nothing in these amendments would stop regulators from bringing 1975 and older vehicles back into the Smog Check program at a later date. Those who have not acted, still have time to contact Governor Schwarzenegger and request his veto of this bill!

The truth remains the same:

California's current 30-year rolling exemption recognizes the minimal impact vintage cars have on air quality, since they constitute a minuscule portion of the overall vehicle population. These older cars are overwhelmingly well maintained and infrequently driven, and are poor candidates for reducing pollution. However, they are convenient scapegoats for legislators, regulators and stationary source polluters who are using false data and inflated annual mileage assumptions to make it sound like they are cleaning the air. The old car hobby must unite against this legislative tax that will accomplish nothing except require unnecessary testing, waste money and burden car hobbyists.

I do support the veto of this bill. However, the quote that:
These older cars are overwhelmingly well maintained
is way off base. The majority of these older cars are not well maintained at all and are very difficult to get to pass smog. Compared to a newer vehicle, these older vehicles put out close to 100 times the levels of smog from their tailpipes. The majority of these vehicles are owned by low income families who don't have the means to buy a newer car, much less keep it in proper repair. As a state licensed smog technician I have first hand knowledge of what it takes to keep an older vehicle running properly and to get it to pass a smog test. That being said, you are correct in saying that these vehicles represent a very small portion of what is on the road every day. I think it is everyones responsibility to keep their vehicles well maintained and compliant with emissions standards, regardless of their vehicles age or mileage. The reality is that some people just don't care enough, or do not have the means to do this. Keep your junk running good and I bet the lawmakers will get off of our backs (OK, maybe if were lucky they will).

OK, I'll get off my :soapbox: and e-mail the governor to veto the bill.

yea, I was very displeased with this passing as well. Am I the only one who finds it funny that a man who drives a freakin hummer passed a bill to regulate smog offending autos?

I don't find it funny at all. Those rich Fawkers couldn't care less.
 
Ok, I thought they passed SB70something. That bill would have required anything that was registered in CA to be smogged. Even cars that were never smogged, like a 57 chevy. Now it's just 1976 and newer? WTF? As far as older cars polluting more that's true, they do. But have you ever hooked up a cigarette to a smog machine? I had a teacher do that once, holy shit do those things pump out pollution! The levels were 100 times that of my 383 charger!
 
people like jay leno will be able to find an exemption, where the hobbyist farmer who just likes to tinker on 'ol betsy will have to take the car off the road. if the Gov supports this bill while he drives the hummer around...well i hope he gets a flat tire.
my way around the smog fiasco is to keep my older cars out of state by selling them to family members (my brother mostly).
i would like to touch on what Brian was talking about with the class differences and how smog effects them. take a look around and look at who this law is going to hurt, and you may notice that people here in cali are driving alot of new cars... in fact go to a mall and look at the lot for awhile... i'll bet it's hard to find cars older than 1990.
here in the B.A. its even harder to spot that cherished 76 buick skylark i had in high school. i really miss that car....lol.
