RE hack and tap bolt size and TYpe?

got a kit used but did not come with the center bolt that holds the flange on or washer

What size is it? Thanks

Tap is a 3/8x24 thread,Drill Bit-21/64 I would suggest a small pilot hole
1/8" and work up to the final size.IIRC the bolt needed was about 2" long.
