Pull down menu in the middle of the page?!?

I'm getting a pulldown menu that kinda floats along, sometimes I can outrun it by scrolling down and it goes away till I bring up a new page, but sometimes it just follows me on down the screen. There is nothing to choose from in the menu, but it is a functioning menu in that I can click on the down arrow and the menu slides down(it's just black and blank). Any help?
