They are old, and you don't get much space, but they allow 3rd party hosting.

The other one I have had good success with is Dropbox, but it's a bit of a workaround to get forums to show properly. You have to change the extension on the share link to make it show.

Every single other forum I've used has used it's own picture hosting. Maybe some of the membership money could go towards allowing this feature to be enabled on vBulletin.

I batch resize using irfanview, then upload an album to imgur for another forum.

I use ImgBB. It's free. Otherwise, I can't say much about it, as it's new to me. Formerly Photobucket. ImgBB also offers a thumbnail link option.
