With paypal, there are several types of accounts. Free, which only allows funds from your bank account. Premier, which allows you to use and accept credit cards. Then there is a merchant account I think. The one you got is the premier account. I don't recall them sending me any kind of pin number, but then again, I have had a premier account for almost 3 years. You should still be able pull funds from your bank account now.

I think it also depends on the credit card you choose to use. I know that when I opened another paypal (I didn't want to get verified and needed to send more $$ for my gears :D) it complained about one card saying I need to do whole sorts of stuff to get it active, I just used a different card :D

This is called "expanded use" ... I had the same thing come up when I wanted to add my debit card to my account. It took 3 - 4 days to get it done. I initiated the verification process and waited .... I am able to access my bank account online, so when the $1.94 charge (IIRC) so show up, the four digit number showed up next to the transaction code ... no problem. By the way, you get the $1.94 credited back to you on your next purchase via Paypal, so it does not cost you anything to do this.

It's a PIA, but it's more of an inconvienience than anything ...
